Your telegram of 30th August 1166 consider following reasonable rates. Rangoon Singapore per bag rupees 4 annas 4 Rangoon Penang rupees 3 annas 12 Rangoon Deli rupees 4 apparently passenger rates have been overloooked and consequently are extremely high at present suggest Rargoon Singapore first class Dollars 120 single Dollars 210 return deck Dollars 25 single Ragoon Penang Dollars 100 single Dollars 175 return deck Dollars 20 single and vice versa but prefer await your letter before giving definite opinion. Meanwhile consider practice adopted by Hong Kong Government since requisition scheme came into force allowing time charter of requisitioned ships with one or more sub-charters should be brought your notice. Owing abnormal rates of charter freights consequently very high. Hong Kong Government intervening sub-charters make large profits at the expense of shippers and consumers. Owing these charter rates chartered ships will leave Rangoon run now freights fixed reasonable figure. This Government refuse allow any charter of Straits Settlements registered ships.
